Various alternatives were considered and rejected until a riverside walkway was proposed by Steve Keeling working as a consultant to Monumental. Consultation with Network Rail followed, and the concept of a raised walkway was agreed and approved by the local authority. This involved investigative designs produced by Steve Keeling based on historic records and academic research to assess the likely construction method. Once agreed, the illustration was developed by Aaron to show how, on occasion, votive offerings were deposited in the river.
